For new product just launched in the production, how can we setup control limits for the limited sample size (e.g. <10) without long term data? Which control chart is recommended to use for this case? Can we still apply the empirical rule of Mean+-3sigma. What's the recommended method to calculate the standard deviation with limited sample size?
