IMHO this is a pretty daunting project if you are new to statistics, but to answer your question, see the GENMOD procedure.
The Getting Started example assumes a binomial distribution, but you can use that example and change dist=bin to dist=negbin (on the MODEL statement) in order to fit a negative binomial model on that data.
