Difference between 2sls in MODEL and SYSLIN

Fitting the same system of linear equations with the same data yields the same parameters and associated t-values, but at the equation level the reported degrees of freedom used in estimating the parameters is (one) higher in MODEL for each equation when comapred with SYSLIN, and the associated R-sq'd is smaller - sometimes significantly so.

Why is this?

How does the fitting process differ between the two implimentations of 2sls?
