What formula does proc surveymeans use to conduct the t-test?

Hi,

I'm trying to figure out the formula that proc surveymeans uses when conducting a test on two independent sample with replicate weights.

The following is the code that generated a t-score on my dataset, but I do not know what formula proc surveymeans used to arrive at the t-value:
