File Does not Exist

Hi, I am new to SAS Program. I encountered a problem here saying that may created library does not exist. I am trying to create my own library and import sas7bdat file to use it as a Data. I use libname statement, the creation of library was successful but when I tried to open the dataset it says that file does not exist

please help me, thank you

Runing the following code to see what happened.

proc datasets library=refdir;
quit;

And if dataset CDCREF_D exist in output html.
