I am trying to figure out what procedure I need to use ... I have a database of emerg patients, and it contains their diagnosis, severity levels 1-5, and admission status.  I need to identify the top 10 diagnosis by volume, include their distribution of severity level, with a percent admission by diagnosis and percent admission by total volume of emerg patients.  It's the top 10 that is really stumping me.... any suggestions?

Without digging to deep into your requirement, PROC RANK will help you rank your top ten.

If your rank is based on a simple frequency count of contributing records, PROC FREQ/SUMMARY/SQL could do the trick.
