SAS export from CVS wide to long

I imported this CVS file, save in a permenant directory and wish to convert from wide to long using code below but it doesn't work:

LIBNAME ICP 'E:\Dr.Olson\';
data ICP.test;
set ICP;
run;

DATA longICP;
SET ICP.test;
time=0;
timesecond=time0;
output;
time=6;
timesecond=time6;
output;

timesecond=time12;
