In your code, the x axis (representing time) displays values from 1 to 14 by 2:

xaxis label='Time(in days)' values=(1 to 14 by 2);

However, times values seem to go from 12 to 22:

data means;
input meancont meanri time;

80.8181818 3.5445220 12.5636364

-> you need to adapt the axis statement. E.g.

xaxis label='Time(in days)' values=(10 to 24 by 2);

The hash OUTPUT method will overwrite a SAS data set, but not append. That can be costly. Consider voting for Add a HASH object method which would append a hash object to an existing SAS data set

Would enabling PROC SORT to simultaneously output multiple datasets be useful? Then vote for
Allow PROC SORT to output multiple datasets
