Hello, I am wondering if it possible (if so, how) to pass already known item parameters to SAS to estimate latent traits. Thanks!

Yes, it is possible to do. Given item parameter estimates, you can do subject scoring (i.e., computing scores for subjects). Refer to Example 5 of PROC IRT documentation: Subject Scoring.
