Sorry for what may be a basic question. I am doing a linear regression by groups and want to test for whether the estimated coefficients are significantly different between the groups. Is there a way to build this into the procedure or am I stuck doing it by hand? Thanks!

Check the documentation for proc reg.

There is an "option" for the proc req statement that allows you to output the parameters for model (Or is it an option for the model?)

Anyway, you can get the resulting parameters and statistics output to a dataset which you can then process with a DATA step or with another proc.
