How to make a loop to add all years from the date series

Imagine I got Data set like:

ID      START_YEAR             END_YEAR

1        2015                            2017

my target is to convert this to:

ID     YEAR

1       2015

1       2016

1       2017

Do you have any solution?

    do year=start_year to end_year by 1;  
        output;
     end;
    drop start_year end_year;
