How do I change the y-axis values?
I would like to have y-axis values ranging from 0-14 by 2 for "count".

proc sgpanel data=x;
panelby bu / spacing=5 novarname;
vline ydoi / response=count datalabel;
run;

Thank you.

Hi:
Check out the ROWAXIS (Y axis) and COLAXIS (X axis) statements available with SGPANEL:

Add this line to your SGPANEL somewhere after the PANELBY statement:

ROWAXIS values=(0 to 14 by 2);
