In proc boxplot, how to draw the boxes from the 10th and the 90th percentiles in place of the distance from 25th and 75th percentiles (which is by default). In other words, I want the boxes to be lager?

There are plenty of examples of all types of graphs. Maybe move your code to sgplot or GTL, more control over output.

Well, just doing a Google of it seems to indicate the answer as no - bearing in mind that document you post is for SAS V8.
