gchart reference lines in background

This is probably something easy, but I have a stacked chart and want to have reference lines at 25%, 50%, and 75% behind the bars so that I can only see it in the spaces between the bars.  Unfortunately, it is currently overlapping the bars.   Is there an option that I'm missing?  Thanks.

proc gchart data=ds1;

  vbar &TimeVar / discrete

  subgroup=&GrpVar.

  group=&TimeVar g100 nozero

  ref=(25, 50, 75) wref=1 cref=greydd

  freq=&SmmVar. 

  type=percent

  width=10

  space=2
