How to make y axis longer on sgplot

proc sgplot data = americas ;
series x = year y = prisonpop / group = country ;
run;

What is SIMPLEST way to fix this graph so you can see the trajectories of all the other countries?

When I tried specifying the y axis values, SAS automatically shrunk it back down again.

Consider a broken axis.

One way would be standardize to national population, either prisonpop as percent of population or per 100,000 persons or similar.

 

Counts alone can often hide actual impact.

Use a log scale on your Y axis.
