What is SIMPLEST way to fix this graph so you can see the trajectories of all the other countries?

When I tried specifying the y axis values, SAS automatically shrunk it back down again.

One way would be standardize to national population, either prisonpop as percent of population or per 100,000 persons or similar.

 

Counts alone can often hide actual impact.
