How can create a graph similar to attached using proc sgplot

Transpose it to a long format using PROC TRANSPOSE.


Then use PROC SGPLOT with VBARPARM statement to create a bar graph.

 

This example is more complicated that what you need but it should give you the idea.

 

Colours are controlled by the STYLE tempate, which you can change or you can explicitly set them to what you need using a STYLEATTRS statement.
