I have regularly been receiving the following error:

ERROR: A lock is not available for SASUSER.QURY0409.DATA, lock held by another process.

This ocurs even right after I start EG and run my 1st query.

It means that another SAS session has the data set open. Since this is in SASUSER, it must be a SAS session that you were using previously, perhaps via a different EG session.

If this is a local SAS install on your PC, check Windows Task Manager for extra SAS.EXE sessions that might be running. One of these SAS sessions might be locking your data set file.
