I created an HTML template for outputting reports in Enterprise Guide By Clicking Tools > Options > HTML and creating a custom template. 

 

I would like to do something similar with Excel.  Ideally I could create a report then click Send to > Excel and when the Excel document opens it would have a preassigned banner, header, footer, margins, and colors.  Is any of this possible?

I suggest you check out ODS style templates - see link. That way you can create a template for your reporting that works not just for HTML but for other types of output as well like Excel, PDF and so on.
