I am trying to add a secondary y-axis to a bar chart. I am using the wizard as shown in this SAS tutorial:

They don't mention secondary axes at all.
So, how do I do it?

It is possible to create a bar chart with a second vertical axis.
But tasks coming with SAS Enterprise Guide won't give you access to all options available with the procedure, GCHART in your case.
So you'll have to use a program node and write the code.
Sample 41975 (Annotate a right vertical axis on PROC GCHART output) will show you how to do it.
If you're looking for SAS/GRAPH samples, etc. I would recommend you Robert Allison's page and the Graphics Samples Output Gallery
