Is it within the constraints of the SAS U Edition that a person can write and publish a book on using SAS U or SAS along with screenshots? Or is that considered commercial use of the product?

The SAS University Edition license agreement prohibits use of the software for any commercial purposes which would include publishing a book. However, SAS does offer many resources to writers who wish to publish books about SAS software.

You might want to think about writing a paper for a regional SUG or for SAS Global Forum. That is noncommercial and a paper might make a basis for a book proposal. Again, SAS Press can help you navigate the Legal issues.
