You've asked a few questions, and I'll ask some in return.

1. How to enter data? What type of data are you trying to input?  If you use the Process Flow, instead of coding interface you can use the point and click interface to import data.

2. Principal Component Analysis is done via PROC PRINCOMP.  SAS documentation typically has fully worked examples, including data so if find the documentation, it will include everything you need to give it a try.

https://support.sas.com/documentation/cdl/en/statug/63347/HTML/default/viewer.htm#statug_princomp_se...

3. Procedure for ScatterPlot Matrix is SGSCATTER

http://support.sas.com/documentation/cdl/en/grstatproc/62603/HTML/default/viewer.htm#a003155769.htm

The links above are for SAS 9.2 because that's what Google returns, but you should be able to find similar ones for SAS 9.4
