I am getting following error while importing an xls file. I did not face this issue earlier.

I have tried all the options including restarting VM but later found that there were 2 blank rows in the csv file which caused the issue. But i was wondering if the error message in the log is informative enough to fix the issues.

You say CSV file but your code was for an XLS file? If you can replicate the issue successfully report it to SAS Tech Support, via firstname.lastname@example.org

If you are reading CSV then you should not have dbms=xls
With dbms=CSV you can specify the first data row to skip the blank lines (one you know they are there) using the DATAROW option.
The type of error you posted is one that sometimes indicates a bug in SAS but usually, at least in my experience, comes from using wrong instructions on a procedure, for instance telling SAS to read a file as one format when it is actually in a different format.
Computers are stupid, they do what we tell them. If we tell them do try to do the wrong thing then something happens, hopefully only an error message. Otherwise we have Skynet launching ICBMs...
