You SAS UE runs in a UNIX VM. If you set up your VM properly, you will have defined a path in the VM that is shared with your Host OS (Windows) in /folders/myfolders.

Put your file in the shared location in Windows, and you can access it (using proper UNIX filename/path syntax) from SAS in the UE VM. Be aware that UNIX is case sensitive!

/opt/sasinside/SASConfig/Lev1/SASApp/c:\\shptemp\\sh322.txt

means that SAS appended your Windows style pathname to the current working directory (the place where the SAS process was started)
