I tried to install SAS 9.1 and this message appered:

I'm guessing you a trying to install SAS 9.1.3 which is over 12 years old. This is only supported on old Windows releases like XP, and VIsta:

If you are trying to install this on more recent Windows releases then I suspect you will be out of luck. Upgrading to SAS 9.4 is the obvious solution.

Is that part of an archeology project? Where did you dig up that antique?

 

Seriously, get the current release/maintenance level and install that. Apart from all the issues with incompatible systems, you'll get all the goodies that have been implemented in the last 15 years. Including a much more consistent metadata structure, an automatically provided webserver/web application server suite, a massively improved Enterprise Guide, lots of webapps (SAS Studio!), XLSX access, ....
