Does anybody have a sas code to maximize likelyhood function for some range of input parameters? Likelihood function is input also. Thanks in advance.

A search on "maximize likelihood function" got me over 200 hits on support.sas.com. It seems that you can do this in a variety of procedures/SAS products (OR, ETS, STAT...). So, first I guess you have to find out what kind of proc/product is best suited for you, by reading the documentation.
