I need modify the startup option 'localelangchg' altering the config file.
Please let know if this is possible, if so kindly help on how to do that.

The option is valid in the configuration file or on the commandline, select either one.
I using remote sas connection... Can you help me in using command line in remote SAS session.
Well, then the commandline or the config file of the remote SAS session needs to be changed. I guess you are accessing the remote SAS with Enterprise Guide, using a so-called Workspace Server. So the SAS admin needs to change the configuration of the Workspace Server, there is a specific sasv9_usermods.cfg file in the configuration tree where this should be done.
