Merge them to have:

Just use MERGE statement.

run;

run;


data c;

  merge a b;

  by a ;

Alternatively by  SQL

PROC SQL;

   CREATE TABLE want AS

   SELECT coalesce(t2.a,t1.a) AS a,

          t1.b

      FROM WORK.A t1

           FULL JOIN WORK.B t2 ON (t1.a = t2.a);

QUIT;
