I can't confirm this obviously, but if the ping runs for a certain amount of time - this is the timeout period - then the function will stop executing and return to the calling part.  Hence in the above it should try the ping for 1 second, and if no response then it will finish executing with a the results that nothing was received. That would feedback into your program and you then check the response string, and if nothing received back then the conditional macro logic would not operate, if something is returned then the logic does run.
