Procedure Optnet was not found

Hi, I am having some trouble trying to run the %dist macro from the mayo clinic (http://www.mayo.edu/research/documents/distsas/doc-10027802).  The macro creates global optimal matches on a propensity score.  When I run the macro I get the following error message.  I am running SAS 9.4 with windows 8, and don't know how or why this particular procedure would be missing since it is. Is there a way to include the optnet procedure or am I missing a certain plugin?  thanks so much for any help!

ERROR: Procedure OPTNET not found.

You need to make sure your site has SAS/OR licensed and installed.

License info:

proc setinit;run;

Installation info:

proc product_status;run;
