We have found below information in RTF spec 1.9 .
For two framed paragraphs to appear at the same position on a page, they must be separated by a paragraph with different or no frame information with below example
The following is an example of absolute-positioned text in a document:
\par \pard \pvpg\phpg\posxc\posyt\absw5040\dxfrtest173 First APO para
\par \pard \phmrg\posxo\posyc\dxfrtext1152 Second APO para
Kindly explain "different frame information" and "no frame information" in RTF.

Sorry, this is a SAS question board, RTF is an old format developed by MS so not SAS related. All the information available is found via the RTF spec, and maybe some other information to be found via Googling. I did have a quick look a the spec and web search and did not find the terms you mention above. So all I can suggest is that you identify the tags required and look those up in the spec as all RTF adds is those tags to describe the rendering process.
