I'm not sure but can you try
put it before your ods html statement. the option above is actually for ods pdf. I just haven't tried if it would also work on ods html.

There's a difference between your HTML file and your image. An HTML page can be as wide or as long as it needs to be. Generally, an HTML page has no size constraints and, in fact, the orientation option, like LINESIZE and/or PAGESIZE and/or margin options are all ignored or not used by any of the HTML-based destinations. When you go to print an HTML page, the browser is in control of printing and SAS has no control over the browser settings for print orientation.The other thing about an HTML page is that the HTML page only contains an <IMG> tag that points to the location of your image. Whatever size your image is -- that's the size that will be displayed in the HTML file.
However, if you want your graph image to be in landscape orientation -- or wider than it is tall, then if you are using SAS/GRAPH, look to change GOPTIONS for HSIZE (horizontal size) and VSIZE (vertical size); if you are using ODS GRAPHICS, use your ODS GRAPHICS statement to change HEIGHT and WIDTH. Both SAS/GRAPH and ODS GRAPHICS use the available graph area for drawing the graph.
