If I have a sas project on sas Guide and I want to make link to my project : project_one.
I want to have this table
If I click on link1, I open the project project_one

AFAIK, none of the dataset viewers have a provision to recognize and automatically open a URL, so you will need to set up some report for viewing with a tool that does open URL's.
The next question is, where are your projects stored? In local directories, in directories on the server through the Files section of the Server List window, in network drives, or in folders in the SAS Metadata?

Automatically opening a project in a Windows program is a Windows function and works only for files stored where the Windows clients have direct access to. Unless you can set up a network connection that mounts the server's project directory on your Windows clients, what you want to do is not possible. WebDAV might work.
