What are you calling a heatmap?

If you search heatmap on google images, you'll see there are a few definitions, a calendar and spatial map being one of them.

And, this paper shows how to use PROC GTILE to generate "tile" charts, which are also called heatmaps (http://support.sas.com/resources/papers/sgf09/356-2009.pdf )

If you mean a spatial heatmap like this:

they can be made in GTL with

contourplotparm x=GXC y=GYC z=SVALUE /

        contourtype=linegradient

       colormodel=ThreeColorRamp

If by 'heat map' you mean a geographical map, with the areas gradient-shaded based on the data, you can use SAS/Graph Proc gmap.  Here's a little tutorial I wrote:
