Im working on a project for my class and im having some problems. My daya set is about presidential polls and it contains many polls for each state.(attatchemnt shown)
I want to make a table so that it shows the combined values for the 50 states like
Alabama
ALaska
Arizona
.
Instead of showing multiple entries
proc summary or proc means will do what you want, but I don't see why you'd want to sum values from polls that were taken at various points throughout the campaign.

I want it do a prelimenary analysis on who is going to win the elections according to the polls
Can you help me out on how i can layout the code for proc summary or proc means

The goal here is to help people learn how to program/use SAS. You are the one responsible for understanding your data and deciding what you want to do with it in order to answer any particular question.
