I'm getting this error message:
NOTE: Data file TMP1.FINAL.DATA is in a format that is native to another host, or the file
encoding does not match the session encoding. Cross Environment Data Access will be
used, which might require additional CPU resources and might reduce performance.
am I have NO idea how to fix! I'm in a deadline!! I'll seriously pay ANYONE FOR 10 mintues of consult!!!

I think you don't have to worry about this message. It is not an error, but just a note indicating that SAS has automatically done what was necessary to read a SAS dataset which was created on a different platform (such as a Unix server, while you are working on Windows). The "translation" between the different formats can indeed take time and thus reduce performance (as the note says). So, if you want to avoid the message, you should transfer the files to your platform, if this is possible. See Alternatives to Using CEDA for suggestions.
Edit: That said, of course it would be a different situation if you encountered real "WARNING: ..." or "ERROR: ..." messages or data issues, e.g., with Japanese characters in character variables.

You can also get this message reading datasets from slightly different versions of SAS. SAS 9.2 will give the same note when reading datasets created with SAS 9.3.
