Doing this requires installation and activation of an audit subsystem in the operating system. The OS itself stores only the timestamp of the last change, not which user made it.

If your creating code files, why do you not have some sort of version control system in place, be it Tortoise via Explorer, or Git via cloud, or even inbuilt into your production environment.  Even if there was a way to tell who changed a file from the OS, its not going to be that exactly reliable any more than changed date, as these things can quite easily be altered.

The information maintained with the file in Windows will depend quite a bit on which program creates, modifies and uses the file.

Office files, such as Word or Excel documents you can right click on the file from the Windows Explorer, click on Properties and the Details tab to find out some information about who/what created or last modified the file. But .SAS program files won't have that information stored though it should have Owner information which may or may not have the last person involved. Look in the online help or SAS documentation for the FINFO, and related functions, for approaches that may let find that information using SAS.

So you will need a separate tool such as @Kurt_Bremser or @RW9 mentioned.
