I really suggest you to post some real data of yours . Let's where is the problem.
Is it possible that your incoming data are all CAPPED for your particular records?
Is your problem that the variable first has to be converted to be lower case? e.g., using ksharp's code:
data want;
informat have $150.;
format have want $150.;
input have &;
want=prxchange('s/((^\s*\w)|(?<=\.|\?|!)(\s*\w))/\U$1\E/',-1,lowcase(have));
cards;
