import multiple csv files and skip the header rows of all files

each csv file has a header row. when I used the code below, the header row of the first file is skpped, but all header rows from the second file were kept.

data mydata;
infile "c:\temp\*.csv" dlm=',' missover dsd lrecl=32767 firstobs=2;
input
var1
var2 $
var3
var4 
...
;

how to solve this problem? Thanks!

Start by looking up the INFILE statement option EOV=.  It is useful for determining the first line of each file when reading from a concatenated FILEREF.
