each csv file has a header row. when I used the code below, the header row of the first file is skpped, but all header rows from the second file were kept.

infile "c:\temp\*.csv" dlm=',' missover dsd lrecl=32767 firstobs=2;

Its good to check the search first, there are many posts on this, for example:
Start by looking up the INFILE statement option EOV=. It is useful for determining the first line of each file when reading from a concatenated FILEREF.
