Why that order?

If you need to be able to preserve or recreate that order then you need another variable.

data ds1 ;
  group +1 ;
  input id $ name $ ;
cards;
x1	ABC
X2	xyz
X3	PQR
;
data ds2;
  group +1 ;
  input id $ name $ ;
cards;
Y1	AAA
Y2	BBB
Y3	CCC
;
data want ;
  set ds1 ds2 ;
  by group;
run;

Otherwise the first time you sort your new dataset the interleave of the X's and the Y's will be lost.

 

Obs    group    id    name
 1       1      x1    ABC
 2       1      Y1    AAA
 3       2      X2    xyz
 4       2      Y2    BBB
 5       3      X3    PQR
 6       3      Y3    CCC
