can anyone help me with this

* Using PROC ??, create a SAS data set named 'music' using data file (Bands.csv);
* Use variables: Do you need?
* Add Title: Customers at each Gig!
* HINT: use PROC

can you also send the link to explanation of concept in sas documentation

So you have to create a data set using just some procedure?

In that case use PROC SQL like this

proc sql;
	create table MyTable as
	select Name
	      ,Age
	from sashelp.class;
quit;

I think you're looking for how to import a file.

Please see the videos here that go over several ways to import a CSV file.
