Could you please tell me ,if there is any operator/expression that uses this symbol : : (2 colons seperated by space) in sas.

Double colons exist in Java or c++.

Since the blank is a token separator in SAS, two colons with a blank in between are just that, two colons (AFAIK).

What is the reason for your question?

One of the rare occasions where a double colon can occur in SAS is in collapsed IPv6 addresses:
