TAGSETS.DEFAULT

I am running some code that yields this error:

ERROR: Default tagset not found.
       Be sure that tagsets.default and your preferred tagset are in your ODS path.
       (Use ODS PATH SHOW to view the current search path.)
       This output destination cannot continue.
ERROR: Fatal ODS error has occurred. Unable to continue processing this output destination.
ERROR: No body file. TAGSETS.DEFAULT output will not be created.

I'm fairly to new to working with HTML.  I called PROC TEMPLATE.  I used ODS PATH SHOW and TAGSETS.DEFAULT is not on the list.

To create HTML output you should only need to use

ODS HTML <options such as path and body html files to create>;

<procedure call to generate output>

ods html close;

Is your PROC TEMPLATE inheriting from TAGSETS.DEFAULT? Or one of styles it's dependent on is dependent on tagsets.default?
