Presently if a State has no entries, the code skips to the next variable
I want the results to handle missing values and place a zero in amount
AL      0     (so I want to show a 0 for AL even though there were no amounts for AL)

Currently your code does nothing....I'm not sure what you need help with here.

It seems that your input does not have the AL state.

 

If you have a dataset with all states merge it with your test dataset before printing the output;
