This is clearly an assignment/homework. The steps are outlined and usually the goal to completing something like this is to actually do the work. 

You're unlikely to find someone here that will provide the full code solution if that's what you're looking to get. I hope you realize this is not a five minute solution and you're asking for significant effort in terms of time and expertise, free of charge, I may add. 

 

As I see it, you have three options:

 

1. Pay someone via UpWork or some other gig work site

2. Do your own homework and post questions here as they arise. Post specific programming questions that you have, ie this is what I need to do, this is what I tried and isn't working. Review the guidelines below on how to ask a good question:

3. Wait and see if I'm wrong and someone answers your question, and/or bombard all the SAS online forums until someone answers your questions. I'm assuming you're smart enough to not do that...
