There is no way to qualify the data in a DATA step view before using it. Therefore, even if you need only part of the data in your SAS view, you must load into memory the entire DATA step view and discard everything that you do not need.

I just found the section of the documentation you were referring to. They were describing difference between data step and sql views.
I would think that the comment would apply to both sql and data step but, honestly, I don't know.

Where conditions applied to SQL views can sometimes be processed as a part of the query. Where conditions applied to data step views are always processed after the whole dataset is generated (into memory). The same idea would apply, I guess, when requiring only a subset of the view variables.
