DATA BLARG;
SET BLARG1 BLARG2 BLARG3 BLARG4;
RUN;

Alternatively:

PROC SQL;
CREATE TABLE BLARG AS
SELECT * FROM BLARG1
UNION ALL
SELECT * FROM BLARG2;
QUIT;
