I am attempting to add a horizontial axis to my control chart with no luck.  I have tried the below syntax:

TITLE "Average Balance Outliers -"; %Let Heading=RecCd;

proc shewhart data=data.MASTER2;by recCd;  xchart _SUBX_* MONYEAR /sigmas=2;

axis

label=(h=1.3 a=90 "Tobacco Consumption (Tons)")

color=red w=10 minor=(number=5);run;

Please advise.

Define the AXIS statement before the procedure:

axis1

label=(h=1.3 a=90 "Tobacco Consumption (Tons)")

color=red w=10 minor=(number=5);

in the procedure

/sigmas=2 haxis=Axis1;
