This works for me:
PROC EXPORT DATA=stuff OUTTABLE='my_stuff' DBMS=ACCESS REPLACE; DATABASE='c:\foldername\foldername\my_stuff_database1.accdb'; RUN;
Note: access not accesscs. No, I don't know why.

ACCESSCS is used for 64-bit systems, so try different DBMS options, like ACCESS, ACCESS97, ACCESS2003, etc. Also, unless you have an old version of Access (2003 or older), then you should be able to use .accdb instead of .mdb.
If you try these and still can't get the export to work then you could be a missing driver or other Access file.
